Project Overview

The Ontario Ministry of Transportation (MTO) has retained the services of Egis to carry out the Preliminary and Class Environmental Assessment (Class EA) Study for the replacement of structures, intersection improvements, realignment of Highway 35 between Colborne Street West and Highway 7 and widening of Highway 35 from two lanes to four/five lanes from Highway 7 to Thunder Bridge Road, located in the City of Kawartha Lakes. 


The Study is following the approved planning process for a Group 'B' project under the Class Environmental Assessment (EA) for Provincial Transportation Facilities (2000).

The Study will include but is not limited to:
  • Evaluate criteria to determine the preferred alternative for the intersection improvements;
  • Evaluate criteria to determine the preferred alternative for the widening of Highway 35 and the realignment of Highway 35 between Highway 7 and Colborne Street West;
  • To determine the appropriate actions for the non-structural culverts (approximately 30) and sewer systems along Highway 35 within the project limits;
  • Complete Preliminary Design for the preferred alternative (i.e., Recommended Plan) to be carried forward to Detail Design, and
  • Preparation and submission of a Transportation Environmental Study Report (TESR).
 
Upon completion of the Preliminary Design, a Transportation Environmental Study Report (TESR) will be prepared and will be made available for a 30-day comment period. If there are no outstanding concerns, the Study will be considered to have met the requirements of MTO’s Preliminary Design and Class EA process and can proceed with Detail Design.

This study commenced in November 2024 and is anticipated to continue until Winter of 2026. The first Public Information Centre (PIC) is targeted for Spring 2025. A more detailed schedule will be provided at the PIC.
